The letter ב can be pronounced as either B or V, depending on the Niqqud - if it has a Dagesh (small dot) inside it, it is pronounced as B. This Dagesh follows curtain rules, which are pretty complicated (most Hebrew speakers don't know the rules, they simply know the pronunciation of every word in itself). According to one of these rules, when the letter ב (or any other letter who's pronunciation is changed by a Dagesh - כ and פ) appears at the beginning of a word, it has a Dagesh in it. Otherwise - well, that depends on other rules. The important thing to know is that when these letters are the first in a word, and the word is preceded by a preposition, they lose their Dagesh and thus change their sound.
However - in everyday speech, this rule is mostly ignored; so you don't need to worry about it.
