Well, what you referred to as "the masculine and feminine rules" are not really rules, but just general guidelines that are correct in MOST cases.

Also, please note that these "rules" are meant for nouns. Here, we are dealing with numbers which describe the nouns, so these rules are not expected to hold anyway...
